Gulf Mobile Plans Are Built Differently — Here's What to Know

If you've ever bought a SIM card in Europe or North America, Gulf markets will feel strikingly different. Across the UAE, Saudi Arabia, Kuwait, Bahrain, Oman and Qatar, every SIM — prepaid or postpaid — requires mandatory biometric registration against a government-issued ID. Tourists use a passport; residents present their national ID or residency card. The process typically takes under five minutes at a licensed retailer or operator kiosk.

Roaming rules also diverge from Western norms. GCC (Gulf Cooperation Council) countries operate a partial preferential roaming zone, meaning calls and data between member states often attract lower rates than international roaming — but the exact terms vary sharply by operator and plan tier. Some prepaid bundles include intra-GCC data; others require a separate top-up add-on activated before you travel.

eSIM availability is expanding rapidly — the UAE leads the region with both Etisalat (e&) and du offering full eSIM activation via app. Saudi Arabia's STC and Mobily followed in 2023. That said, eSIM support remains patchy in smaller Gulf markets, and device compatibility must be confirmed before purchase.
